The PBS program offers a range of services to people with challenging behaviors.

AA one-hour telehealth session to discuss specific ways to implement PBS strategies.
PBS offers a brief brainstorming session with a Positive Behavior Support (PBS) Specialist to help individuals, families, or caregivers find solutions for challenging behaviors. This is a one-hour phone or telehealth consultation with a specialist to discuss specific ways to implement PBS strategies for an individual.
Example format (all times are approximate):
- Part I: Description of Problem (10 minutes)
- Part II: Person-centered information (preferences, interests, strengths, etc.) (10 minutes)
- Part III: What has and hasn’t worked (10 minutes)
- Part IV: PBS staff suggestions (10 minutes)
- Part V: Parent feedback/questions (10 minutes)
- Part VI: Selection of intervention strategies (10 minutes)
You will receive a phone call follow-up two weeks post-service to collect outcome data on ideas you will implement in the week following the initial one-hour phone call. This follow-up phone call will take approximately 15 minutes.
Eligibility Requirements:
Be a resident of WV or a caregiver of a WV resident.

Fun interactive process that focuses on the individual’s dream and what they want for their future. Helps develop goals and create an action plan to increase their quality of life.
PBS provides person-centered planning to individuals as well as agencies working with individuals with disabilities. Person-centered planning is a fun interactive eight-step process that focuses on the individual’s dream and what they want for their future. It helps participants develop goals and create an action plan for achieving their goals and increase their quality of life.
PBS staff use tools such as Making Action Plans (MAPs) and Planning Alternative Tomorrows with Hope (PATHs) to graphically facilitate person-centered planning with the participant and their team. Person-centered planning generally occurs in the person’s home or location of the focus person’s choosing with a support team of their choosing. The MAPs process takes about 1.5 - 2 hours to complete and the PATHs generally takes 2-3 hours to complete. These can be modified for individual needs.
Eligibility Requirements:
Person-Centered Planning can be used for people, families, or organizations. The only requirement is that the person-centered planning must be conducted in WV.

PBS provides positive behavior support services to people with challenging behaviors.
Staff will determine the best method of services available to serve the family needs. Services available include a functional behavior assessment, creating a Positive Behavior Support Plan (PBSP), Parent Child Interaction Therapy (PCIT), or Triple P Stepping Stones parenting program.
These services are conducted with several home visits over a 3-5 month period or in a clinical setting.
Please note: We will not be able to specifically address suicidal, homicidal, and sexualized or substance abuse behaviors. We only target observable and measurable behaviors such as physical aggression, property destruction, self-injurious behavior, etc.
Eligibility Requirements:
Individuals referred from Children’s Mobile Crisis, Wraparound and Psychiatric Residential Treatment Facilities will be given priority.
The individual must:
- Be a WV resident
- Have a serious emotional disturbance and be at immediate risk of out of home placement
- Be a willing participant in the process
- Have a community placement with a stable team and caregivers
- Have a team that is willing to collect data, implement the Positive Behavior Support Plan (PBSP) and be committed to the person and their growth through the process
- Not actively receiving IDD or CSED Waiver
- Not have access to a behavior specialist through another service
A Behavior Specialist will be providing guidance to the individual and their team to teach them how to create an individualized positive behavior support plan (PBSP) for the individual. It is the duty of the participant and their caregivers to provide functional behavior assessment information (FBA), implement the PBSP, collect data, and provide follow-up information.
An example of PBSP writing could be:
- Initial consultation over the phone and set up home visit
- Initial quality of life questionnaire
- Functional Behavior Assessment (FBA) information gathering (face to face)
- Facilitate a person-centered planning tool with the person and their team
- Direct observations in varying settings
- Teach the caregivers to translate FBA information into Positive Behavior Support Plan (PBSP) interventions
- Write the PBSP with the person and their team
- Troubleshoot problems and check for contextual fit
- Train the person, caregivers, and team to implement the interventions in the PBSP
- Follow up 1-month post PBSP implementation to collect fidelity data
